H.E. Mohammed Sultan Al Obaidly
His Excellency Mohammed Sultan Al Obaidly is the Assistant Secretary General of the Council of Ministers since December 2007, and is responsible for assisting the Secretary General of the Council of Ministers in overseeing the Council of Ministers sector by organizing the meetings of the Council of Ministers and providing legal, administrative and logistical support to the Council and to the General Secretariat of the Council of Ministers. He has ample experience in the legal field, including preparing and drafting bills and administrative rulings, and giving legal opinions and advice. His experience in the administrative arena comes from having held a number of administrative supervisory positions. His Excellency Mohammed Sultan Al Obaidly began his career as a legal researcher at the Department of Labor between 1988 and 1990. There, he contributed to implementing labor laws by solving numerous workers' complaints and enforcing the law on parties in violation of it. His career path then led him to work in the Legal Affairs Department at Dubai Municipality from 1990 to 2006, where he worked as a legal researcher in legislation and contributed to developing legislation for Dubai Municipality. During the time when he was head of the department of cases and investigations in the Municipality, he helped develop the administrative operations there, by developing a Strategic Plan for administration, and raising the level of legal compliance with legislation for the entities that deal with the municipality or with municipal employees with respect to their professional issues and rights. He also contributed to the development of the Emirate of Dubai Strategic Plan in the field of justice, security and safety through his membership of the executive team of the Commission on Security and Justice in Dubai in 2006. His Excellency worked as a private lawyer in Dubai from September 2006 until March 2007. In April 2007, he joined the General Secretariat of the Council of Ministers as director of the Legal Department where he contributed to updating the internal legislation of the General Secretariat, developing the bylaws of the Council of Ministers and the mechanism of Council meetings, and facilitating its transition towards becoming a smart Council. He also contributed to the development of Federal legislation through his membership in the technical Committee of Federal legislation from 2007 to present. Mohammed Sultan Al Obaidly participated in many legal and administrative seminars and conferences in the fields of drafting legislation, cybercrime, commercial arbitration, negotiation of contracts, strategic planning and preparation of operational plans. His Excellency Mohammed Sultan Al Obaidly holds a Bachelor of Arts in Sharia and Law from the United Arab Emirates University in 1988 with honors.
